Shipping, Help?

We are new to the business and we're still feeling our way through this e-commerce thing. We have potential customers asking if we can do business in Cebu. So we looked around for shipping rates from Xend, Air21, and LBC. Well we found some but there are things we can't understand pa :(

"For the first PhP100.00 of declared value, the valuation charge is free plus PhP1.00 valuation charge for every additional PhP100.00 of declared value."

Can anyone please help us out?

I don't declare any value to get the lowest possible rate.

Xend is the cheapest and has an online booking system which has an address book which is nice BUT they suck at customer service. It's very hard to call them, their online support is not always online, and the courier sometimes arrive to pick up something even when I didn't schedule a pick-up. And I think Xend uses Air21 for provincial shipping so better go straight to Air21 to cheaper rates if you're going to ship outside Metro Manila.

AIr21 is more expensive than Xend but is more reliable and easier to contact thru phone.

I never tried LBC because they're more expensive.

You can also try OCS who has cheap rates but limited area of coverage.
